Pet travel rules for the USA: federal and state requirements
What you need to fly a dog or cat into, out of, or around the United States. Federal rules come from the CDC and USDA; each state sets its own entry rules.
Quick answer
- Dogs entering the US: CDC Dog Import Form receipt for every dog, plus a healthy look, age 6 months or older and a microchip. Dogs from high-risk rabies countries need extra forms (see below). Source
- Cats entering the US: No federal rabies proof or USDA health requirements for pet cats; they must look healthy. State, airline, Hawaii and Guam rules still apply. Source
- Traveling between states: No federal rule: the destination state decides. Many states want a CVI (health certificate, usually issued within 30 days) and proof of rabies vaccination; airlines often want a certificate within 10 days. Source
- Hawaii: Rabies-free with a quarantine program: two rabies vaccinations, a passing FAVN test and a 30-day wait are needed to qualify for direct release; otherwise up to 120 days of quarantine. Source
Rules change, especially New World screwworm (NWS) restrictions added by many states in 2026. Always confirm with the official source before you travel. Last checked .

Uber Pet
- Pets
- One pet per trip: a small animal such as a dog or a cat. Additional pets are at the driver's discretion. No breed or size restrictions.
- Fee
- Uber Pet costs more than other vehicle options: an Uber Pet surcharge is included in the upfront fare when you select it. A cleaning fee may be charged if your pet leaves waste, excessive hair or damages the vehicle. Uber's driver page says drivers earn an extra Uber Pet fee of $4 in the US ($5 in Canada).
- Where
- Choose Uber Pet in the vehicle options of the Uber app where it is offered. It is an UberX option served by drivers who opt in (not UberXL or Uber Black); in some areas you can reserve it in advance (reservation fee in the upfront fare).
- Tips
- Restrain your pet with a leash, harness or crate/carrier, bring a blanket or towel for the seat, and ask the driver where the pet should sit.

- Fee
- An additional fee that goes directly to the driver. Lyft's driver page says drivers earn a $4 bonus for every Pet ride.
- Where
- U.S. only. Select the Pet ride option in the Lyft app.

| Who | Direction | Case | Rule | Source |
|---|---|---|---|---|
| Dogs | Entering | From a rabies-free or low-risk country | Only the CDC Dog Import Form receipt is needed (valid 6 months for multiple entries unless the dog visits a high-risk or different country). Any airport, seaport or land port. | CDC |
| Dogs | Entering | US-vaccinated, returning from a high-risk country | CDC Dog Import Form receipt plus the Certification of U.S.-issued Rabies Vaccination form, completed by a USDA-accredited vet and endorsed by USDA before the dog leaves the US. Microchip before the rabies vaccine; first vaccine at 12 weeks or older and at least 28 days before. USDA export certificates issued after July 31, 2025 are not accepted instead. | CDC |
| Dogs | Entering | Foreign-vaccinated, from a high-risk country | Certification of Foreign Rabies Vaccination and Microchip form (government-vet endorsed, within 30 days of travel), a valid rabies titer from a CDC-approved lab, and a reservation at a CDC-registered animal care facility (28-day quarantine if no valid titer).
